Hong Kong and Singapore are both highly international, high-density cities where commercial, residential, transport, infrastructure and public assets coexist within constrained urban environments. Hong Kong’s greater density, limited space and mix of new and existing buildings create particularly complex demands for fire safety, building design and day-to-day operations.
Fire & Safety Management sits at the core of C&V’s Hong Kong practice, supported by Singapore’s established performance-based fire safety approach and applied with due regard to Hong Kong’s regulations, building conditions and operational requirements.

香港與新加坡同為高度國際化及高密度的城市，商業活動、住宅、交通、基建及公共設施高度集中。香港在有限城市空間下形成的樓宇密度、新舊建築並存及複雜營運環境，對消防安全設計、系統配置及安全管理帶來獨特挑戰。
在部分複雜或受限制的項目中，單純依循規範式要求未必足以回應所有實際條件。透過工程分析、風險評估及性能化消防設計，可從建築用途、人員安全、空間條件及營運需要作更全面的專業考量。
Hong Kong and Singapore are both highly international, high-density cities where commercial activity, residential development, transport, infrastructure and public facilities are concentrated within limited urban space. Hong Kong’s building density, mix of new and existing developments, and complex operational environment create distinct challenges for fire safety design, system integration and safety management.
In complex or spatially constrained projects, prescriptive requirements alone may not fully address all practical conditions. Through engineering analysis, risk assessment and performance-based fire safety design, a more comprehensive approach can be taken, considering building use, life safety, spatial constraints and operational requirements.

2025 年 11 月大埔宏福苑發生的嚴重火災，對我們觸動很深。 對一直從事消防及安全管理工作的我們而言，這場悲劇再次提醒我們，在高密度城市環境下，樓宇設計、消防系統、安全管理及日常營運，每一個環節都與生命安全息息相關。
這亦進一步堅定 C&V 將新加坡累積的消防安全及性能化消防設計經驗應用於香港的方向。我們希望以專業知識、實務經驗及負責任的專業判斷，為香港消防及樓宇安全的持續發展作出實質而專業的貢獻。
We care deeply about Hong Kong, not only because of the professional challenges it presents, but because we believe that fire safety is ultimately about people.
The tragic fire at Wang Fuk Court in Tai Po in November 2025 had a profound impact on us. For a team whose work has long centred on Fire & Safety Management, the tragedy was a powerful reminder that, in a high-density urban environment, building design, fire protection systems, safety management and day-to-day operations all have a direct bearing on life safety.
It further strengthened C&V’s resolve to apply our Singapore fire-safety and performance-based design experience in Hong Kong. Through professional expertise, practical experience and responsible judgement, we aim to make a meaningful contribution to the continuing advancement of fire and building safety in Hong Kong.
